Foreign hands become friends of the rich people and step on public to use as factory workers; on the other hand, if they have conflict with rich friends, they push some ideas to poor heads to cause them to be against rich.. Also, public gets put in lack of 'arts eye', creativity, production of ideas by being made work until not being able to rise heads to think of attending to arts events (rising theatre, opera tickets and book prices to expensive levels is another gun)...
